To get Avadon City Access you have to do quest for copper key on Liberty Bay Access

You can enter Avadon City Access in depo +2 or in teleport on right side of temple.

Next access you can reach is Diego´s Access, to get teleported to this acces you have to do three missions for Diego. This NPC is located on Avadon City Access.
